The Three Phases
Phase 1: August 2024 — Large Enterprises
Who: Businesses with annual turnover exceeding RM 100 million
What happened:
- ~5,000 businesses became the first to mandate MyInvois
- Most integrated via API due to high invoice volumes
- LHDN provided a 6-month preparation period after the initial announcement
- Common challenges: ERP integration complexity, training staff, handling buyer rejections
Status: ✅ Live and enforced
Phase 2: January 2025 — Mid-Sized Businesses
Who: Businesses with annual turnover RM 25–100 million
What to expect:
- ~15,000–20,000 additional businesses brought into scope
- Mix of API integration and portal usage
- Many businesses in this tier use mid-range accounting software that may need updates
Status: ✅ Live and enforced
Phase 3: July 2025 — All Remaining Taxpayers
Who: All businesses and sole proprietors, regardless of turnover
What it means:
- Millions of micro-businesses, freelancers, and sole proprietors must comply
- Most will use the MyInvois portal (no API integration needed)
- LHDN has committed to a user-friendly portal experience for low-volume businesses
- This is the largest and most challenging phase — affecting the long tail of Malaysian businesses

Preparation Checklist by Phase
If You're in Phase 3 (Turnover < RM 25M)
- Get your TIN — every taxpayer needs a Tax Identification Number for MyInvois
- Find your MSIC code — the Malaysia Standard Industrial Classification code for your business activity
- Register on the MyInvois portal — create your account at myinvois.hasil.gov.my
- Decide: portal or API? — if you issue fewer than 50 invoices/month, the portal is sufficient
- Update your invoicing software — ensure it captures all mandatory fields
- Test the system — use the sandbox before your go-live date
- Set up your buyer notification process — buyers have 72 hours to accept or reject
What Happens If You Miss the Deadline?
LHDN has indicated a soft enforcement period in the months following each phase's go-live date. During this period, LHDN focuses on education rather than penalties.
