How to Choose an E-Invoicing Solution for France: PPF/PDP Buyer Checklist (2026)

    Updated:
    7 min read

France's e-invoicing mandate starts September 1, 2026. Every VAT-registered French business must be able to receive structured e-invoices, and large enterprises must emit them; mid-size and micro-enterprises must emit from September 1, 2027. This is the buyer checklist for picking the right tool — whether that means going through the public PPF (Portail Public de Facturation) or one of the certified private PDPs (Plateformes de Dématérialisation Partenaires).

If you are still researching the mandate itself, start with the France PPF/PDP guide. This page is for the buying decision.

    The 20-question checklist

    Coverage

    1. Are you a registered PDP, an OD (Opérateur de Dématérialisation), or a vendor that routes through PPF? Get the legal status in writing.
    2. Do you support all three accepted formats — Factur-X, UBL 2.1, CII — or only one?
    3. Do you handle both e-invoicing (B2B domestic) and e-reporting (B2C, cross-border)?
    4. How do you generate the unique invoice identifier and route the document to the right recipient platform?

    Compliance scope

    1. Do you capture SIREN and SIRET on every invoice?
    2. Do you support the auto-entrepreneur (article 293 B du CGI) exemption wording automatically?
    3. Do you handle French TVA at standard 20% and reduced 10%/5.5%/2.1% rates?
    4. Do you flag the four invoice lifecycle statuses (déposée, rejetée, refusée, mise à disposition) back into your accounting system?

    Integration

    1. What ERP/accounting integrations do you ship — Sage, Cegid, Pennylane, QuickBooks, Xero?
    2. Do you offer an API, and is it documented?
    3. How do you import historical invoices for the legal archive?

    Resilience

    1. What is your failover plan if PPF is down at month-end?
    2. What SLA do you commit to in writing?
    3. How long until rejected invoices are retried?

    Legal archive

    1. Where is the legal archive hosted (France, EU, elsewhere)?
    2. For how long (the minimum is 10 years)?
    3. Is the archive on append-only / WORM storage?

    Pricing & lock-in

    1. Is pricing per-invoice, per-user, or flat?
    2. What happens to the archive if I leave you — do you hand back the legally-valid documents?
    3. Are there migration fees?
